The world of One Piece is filled with every kind of pirate. Some of them become far more famous than the others. Those who amass huge bounties on their heads are known as Supernovas.
Every Supernova has a bounty of over 100 million beris, which separates them from other ordinary pirates. Urouge is one of the Supernovas who are a part of the Worst Generation. Urouge was able to defeat Charlotte Snack, who was one of the Sweet Commanders. This feat separates him from most Supernovas, who haven't managed to do something so gallant.
10 STRONGER: MONKEY D. LUFFY
Monkey D. Luffy is the captain of the Straw Hat Pirates. Luffy is the main protagonist of the series and it is very obvious that he would be a cut above most of his rivals.
Luffy has managed to achieve some incredible feats that include beating Donquixote Doflamingo, Charlotte Cracker, and Charlotte Katakuri. Due to his improved control over his devil fruit and haki, Luffy has become a huge threat.
9 WEAKER: JEWELRY BONNEY
Jewelry Bonney remains one of the most mysterious characters in the series. Oda has probably kept her hidden away for something big. Bonney is a target of the World Government for some reason.
She has been on the run for quite some time now. Bonney's devil fruit allows her to alter her age and the age of anyone she touches. Bonney has done nothing outstanding so far and it doesn't seem that she could match Urouge in a fight.
8 STRONGER: TRAFALGAR LAW
Next up on the list is Trafalgar Law. During the time-skip, Law managed to increase his reputation quite a lot, and in order to curb his advances, the World Government offered him the role of a Shichibukai.
Law's devil fruit is one of the strongest in the series and it makes Law a fearsome enemy. Law managed to beat the likes of Vergo, Hawkins, Trebol in a fight. His devil fruit would make short work of Urouge.
7 WEAKER: SCRATCHMEN APOO
Scratchmen Apoo is the captain of On Air Pirates. Apoo possesses an unnamed devil fruit that allows him to produce sound-based attacks.
According to Killer, the only way to avoid these attacks is by closing one's ears. Since Apoo's attacks are physical, Urouge's devil fruit would thrive and grant him tremendous power. Urouge could very likely make short work of Apoo.
6 STRONGER: EUSTASS KID
Eustass Kid is one of the sought after pirates in the world. Many fans consider him to Luffy's equal but there is no backing to their claims. However, Kid is one of the few Supernovas who have managed to clash against a Yonko commander.
Kid claimed that he injured one of the Sweet Commanders of the Big Mom Pirates. Kid's devil fruit gives him full monopoly over the force of attraction and repulsion. It is extremely difficult to call a winner in this fight, but Kid's better feats make him the more obvious choice.
5 WEAKER: BASIL HAWKINS
Basil Hawkins is one of the many underlings of Kaido. He is a Headliner, which makes one of the stronger members of the Animal Kingdom Pirates. Hawkins possesses the Wara Wara no Mi, which is paramecia type devil fruit.
It allows Hawkins to transfer damage taken to the body of others, but there is a limit to how many bodies he can use. His devil fruit might not be enough to stop him from getting beat if he were to face Urouge.
4 STRONGER: PORTGAS D. ACE
The name of Portgas D. Ace has been immortalized within the One Piece community. Ace set out to make a name for himself at a very young age and he managed to do it in a very short period of time.
Ace was offered the position of a Shichibukai, which he turned down. Later in his life, Ace joined the Whitebeard Pirates and became the Second Division Commander. He would have absolutely no problem in beating Urouge.
3 WEAKER: KILLER
Killer is one of the two non-captain members of the Worst Generation (the other being Roronoa Zoro). He is the right-hand man of Eustass Kid.
Killer has no notable feat except while he fought Roronoa Zoro, however, both of them weren't at their 100%. Also, Killer lost the fight, so the odds of him defeating Urouge are pretty low.
2 STRONGER: RORONOA ZORO
Roronoa Zoro is a member of the Straw Hat Pirates. Originally, Zoro was a bounty hunter and he excelled at the job. He joined Luffy after he saved him from being executed.
Zoro aspires to become the Strongest Swordsman in the World, which is no easy task. At Wano, Zoro has clashed against Killer, Basil Hawkins, and Onimaru. With the newly acquired Enma, Zoro might be able to defeat Urouge.
1 WEAKER: CAVENDISH
Finally, the last character on the list is Cavendish. Cavendish is the leader of the Beautiful Pirates. Despite being so full of himself, he joined the Straw Hat Grand Fleet.
Cavendish is an excellent swordsman. When his alter ego, Hakuba, comes out it is very difficult to stop him. Cavendish might have stood a chance, if he had Hakuba under control, however, there is evidence that would prove the claim.
