Sir Crocodile was introduced during the Alabasta arc. He is one of the best antagonists in One Piece. Crocodile has the unique distinction of being the only antagonist to defeat Luffy twice. He possesses the Suna Suna no Mi; an insanely powerful devil fruit that allows Crocodile to completely drain a person's body moisture.
In order to balance out the power of the devil fruit, Crocodile is prone to taking damage if the attacker covers themself with any liquid. Crocodile played a pivotal in the Summit War and he actually saved Ace once. Sir Crocodile is a fearless pirate and there's no doubt that he'll return in the future, but he's hardly the strongest character in One Piece.
10 Charlotte Katakuri
Charlotte Katakuri is the strongest fighter of the Big Mom Pirates after the Big Mom. He is capable of using all three types of Haki. Katakuri can also use both Advanced Armament Haki and future sight. Also, he possesses the Mochi Mochi no Mi, which is a special paramecia type devil fruit. It is fair to say that Katakuri would thrash Crocodile in a fight.
9 Jozu
Jozu is the former Third Division Commander of the Whitebeard Pirates. He ate the Kira Kira no Mi, which is a paramecia type devil fruit. The devil fruit allows Jozu to cover his body with diamonds. Jozu was able to tank Mihawk's slash at Marineford and he was unscathed. Jozu also attacked Crocodile, which left the latter bleeding from his mouth.
8 Edward Weevil
Edward Weevil is the self-proclaimed son of Edward Newgate. Weevil has extraordinary strength that has been compared to that of a young Whitebeard. He became a Shichibukai as the World Government acknowledged his power.
He hasn't been involved in an on-screen fight so far, but fans can expect that to change in the future. Weevil is looked over in many debates but it is about time that he is acknowledged as one of the strongest characters.
7 Akainu
Currently, Akainu sits at the very top of the Marines. He managed to win the decisive battle versus his fellow compatriot, Aokiji, for the position of the Fleet Admiral. Akainu ate the Magu Magu no Mi, which grants him the ability to create and control magma. It is one of the strongest abilities in the series. Akainu instilled fear into the heart of Blackbeard. When Akainu arrived at Blackbeard's location, the Yonko immediately ran away.
6 Kaido
Kaido is one of the Yonko who rule over the New World. He is the captain of the Animal Kingdom Pirates. He is considered to be the "Strongest Creature in the World," because of his indestructibility. Kaido is very resilient as we saw during his fight versus Luffy– he was unfazed by Luffy's attacks. Luffy was using Gear Fourth and his attacks only made Kaido sober. It took Kaido only one attack to bring Luffy to his knees.
5 Silvers Rayleigh
Also known as the "Dark King," Rayleigh is one of the most wanted pirates in the world. Rayleigh was the right-hand man of Gol D. Roger. He was the second strongest fighter in the crew.
Rayleigh has mastery over all three types of Haki. In fact, he is responsible for teaching Haki. Even in his old age, Rayleigh managed to injure a Navy Admiral. Kizaru admitted that it would take more than just an Admiral and a few Pacifista to capture someone like Rayleigh.
4 Jack
Jack is one of the three All-Stars of the Animal Kingdom Pirates. He has the Zou Zou no Mi, Model: Mammoth. It is an ancient zoan type devil fruit, which grants more resilience and power than a normal zoan devil fruit. Jack has insane stamina as he was able to fight against the likes of Inuarashi and Nekomamushi without taking a break. He would have no problem in dispatching the likes of Crocodile.
3 Kizaru
Kizaru is armed with arguably the most powerful devil fruit in One Piece. He possesses the Pika Pika no Mi, which is a logia type devil fruit. The devil fruit allows Kizaru to create and manipulate light at will. He is among the Navy's most experienced fighters, and he has clashed against some of the biggest names in the series. There is absolutely no doubt that Kizaru would hammer Crocodile in a fight.
2 Sabo
Sabo was taken in by Dragon at a very young age and serves as his right-hand man. He learned to use Haki while training with other members of the Revolutionary Army. Sabo ate the Mera Mera no Mi while he was competing at Corrida Colosseum. He held his own against Fujitora without any problem. Sabo could easily beat Crocodile in a fight.
1 Donquixote Doflamingo
The final character on the list none other than "Heavenly Demon," Doflamingo. He is the user of Ito Ito no Mi, which is a paramecia type devil fruit. The devil fruit has one of the most overpowered abilities in the series known as Birdcage. There is one only way to stop it and that is by taking down Doflamingo himself. A fight between Doflamingo and Crocodile would be epic, but Doflamingo would be the clear favorite going into the fight.
