Roronoa Zoro is the right-hand man of Luffy. Zoro aspires to become the strongest swordsman in the world. He has a unique way of fighting which involves him using three swords. Zoro has no devil fruit ability to provide him with an extra boost, and thus, he relies on his strength.
Zoro's strength and endurance are top-notch and these two qualities have saved him many times in a fight. It is quite obvious that Zoro needs to improve in other aspects in order to claim the title of the "Strongest Swordsman in the World." Even if he achieves his goal, there are still a few characters that Zoro might never manage to defeat.
10 CAN'T BEAT: Marco
Marco is the former First Division Commander of the Whitebeard Pirates. He was among the main fighters during the Summit War and he will be going all out once again at Wano. Marco's devil fruit grants him the ability to heal from any attack, which makes it almost impossible to beat him quickly. At the moment, Marco is far superior to Zoro and it will likely remain so for another arc.
9 NEVER WILL: Shanks
Next up on the list is the captain of the Red Hair Pirates— Shanks. He is one of the Yonko, which places him among the strongest characters in the series. Not much is known about Shanks' abilities apart from the fact that he was able to stop Kaido from reaching Marineford without any difficulty. His Conqueror's Haki can knock out 100,000 people, which is just insane. Shanks is yet to go all-out in a fight, but the fans are confident that day isn't too far away. Zoro simply cannot stand up to a Yonko, not even when the series ends.
8 CAN'T BEAT: Fujitora
He is a Navy Admiral, who joined via the World Military Draft. Like most Marines, Fujitora possesses an incredible devil fruit. His devil fruit, Zushi Zushi no Mi, allows him to control gravity. With the power of his devil fruit, Fujitora can even bring down giant meteors from the sky. Fujitora fought against Sabo without any difficulties and he also fought Zoro and defeated him quite easily. Not much has changed from their first meeting and if Zoro fought Fujitora again, the Navy Admiral would score another easy victory.
7 NEVER WILL: Monkey D. Luffy
Luffy is the captain of the Straw Hat Pirates, which obviously makes him the strongest person in his crew. Luffy possesses the Gomu Gomu no Mi, which is a paramecia type devil fruit. He has worked really hard on his Haki, and it has proved to be a really pivotal factor in defeating other strong people. By the end of the series, Luffy will undoubtedly be the strongest character and Zoro will be way behind his captain in terms of power.
6 CAN'T BEAT: Shiryu
Shiryu worked in Impel Down for a while, but after Blackbeard raided the facility, he decided to join his crew. Currently, he serves as the Captain of the Second Ship of the Blackbeard Pirates. Shiryu gained the Suke Suke no Mi by killing Absalom. He is a merciless pirate and he doesn't hesitate to kill people. Zoro is not ready to face-off against an opponent of the calibre of Shiryu. Zoro will have to train a lot more before he can defeat Shiryu.
5 NEVER WILL: Akainu
He is the Fleet Admiral of the Marines. Akainu managed to land the position after defeating Aokiji at Punk Hazard. He is a monster when it comes to strength and resilience. Akainu was heavily involved in the Summit War and he was one of the key reasons for the Marines winning against the Whitebeard Pirates. He possesses the Magu Magu no Mi, which has very high offensive power. He is feared throughout the world due to him a firm believer in "Absolute Justice." It is impossible for Zoro to reach the same level as Akainu.
4 CAN'T BEAT: Boa Hancock
She is the captain of the Kuja Pirates and a former Shichihukai. Boa Hancock is one of the few characters who can use all three types of Haki. At the moment, her real power level is still unknown, but it seems quite obvious that she's a special character. Boa had no trouble fighting against the Pacifista and Smoker at Marineford. Her devil fruit is among the most overpowered devil fruits and it could easily petrify a person if they aren't on their guard.
3 NEVER WILL: Blackbeard
Blackbeard is one of the Yonko and the captain of the Blackbeard Pirates. He is the only person in One Piece who has two devil fruits. Both of his devil fruits are extremely powerful. The Yami Yami no Mi allows him to control darkness that can nullify other devil fruit abilities. While the Gura Gura no Mi has the ability to create quakes which can easily destroy an island. Zoro can only dream of surpassing Blackbeard.
2 CAN'T BEAT: Charlotte Katakuri
Charlotte Katakuri is one of the Sweet Commanders of the Big Mom Pirates. He was introduced during the Whole Cake Island arc. Before being beaten by Luffy, Katakuri had an immaculate record of never being beaten in a fight. His Advanced Armament Haki, future sight and devil fruit make him an extremely dangerous opponent. With all his abilities, it is no wonder that Luffy had to struggle so hard to beat Katakuri. Zoro will most likely reach Katakuri's level in the future, but as things stand the Sweet Commander is the clear winner.
1 NEVER WILL: Sabo
The final character on the list is Sabo. He is the chief-of-staff of the Revolutionary Army, which makes the right-hand man of Dragon. Sabo has Advanced Haki and he is very apt at using it. He also has the Mera Mera no Mi, which allows him to create and control fire. Sabo is still young and has plenty of room to develop. It looks highly unlikely that Zoro will catch up to him.
