Also known as the Fifth Emperor of the Sea, Luffy is one of the most fearsome pirates in the world of One Piece at the moment. He set out on his journey at a young age of seventeen and by now, has become one of the most powerful pirates in the world.
His current bounty stands at 1,500,000,000 Berries, which just goes to show how elite of a pirate he truly is. Having grown significantly in terms of strength after the time-skip, there are only a few Marines who can hope to defeat Luffy in battle.
10 Can Beat: Sakazuki
Sakazuki, formerly also known as Admiral Akainu of the Navy, is the current Fleet Admiral of the organization and the strongest in their ranks. Under his rule, the Navy has become far more aggressive and is willing to openly challenge even the Four Emperors of the Sea.
Sakazuki himself is quite powerful and he holds offensive power of the highest order in his Logia type Magu Magu no Mi. He possesses top-tier Haki and for him, defeating Luffy isn't something impossible.
9 Can't Beat: Koby
Koby is a Marine Captain and also a member of the secret SWORD unit of the organization. He's quite a powerful character whose skills go beyond that of any normal Captain of the Navy.
After the time-skip, he's become a capable user of Haki and has also improved on his Rokushiki techniques. Despite everything, Koby is far below Luffy's level and it will take him years to get where he aspires to be.
8 Can Beat: Garp
Garp is a Vice-Admiral of the Navy and also Luffy's very own grandfather. Like Luffy, he's incredibly powerful and is known to have fought characters such as Gol D. Roger in the past. Garp is known to be one of the strongest characters in the history of One Piece.
While Luffy is quite powerful, he still has a lot to learn before he is comparable to his grandfather. At the moment, Garp would take care of him without much trouble.
7 Can't Beat: Smoker
A Vice-Admiral, Smoker is one of the most important Marine members in One Piece. He's a rival of Straw Hat Luffy and he aims to take him down one day. Smoker is a capable Haki user, as seen in his fight against Vergo of the Donquixote Pirates, but that's not all he has up his sleeve.
He's a Logia type Devil Fruit user and has the ability to become and manipulate smoke at will. Smoker's level is still far below Luffy's at the moment and for him to beat Luffy, he'll have to get much stronger.
6 Can Beat: Sengoku
Another legendary figure from the Navy, Sengoku is the former Fleet Admiral of the organization. He took his retirement after the Paramount War finally wrapped up. As expected of someone of his stature, Sengoku was the rival of characters like Roger and Whitebeard in the past.
Roger considered him to be one of the few people capable of putting up a fight against him. Someone with that much power certainly has it in them to defeat Monkey D. Luffy.
5 Can't Beat: Momonga
Another Vice-Admiral of the Navy, Momonga is shown to be one of the strongest of his rank. He is skilled with a sword and has decent control over two Haki types. He's also shown some mastery of the Rokushiki techniques during the Marineford arc.
Momonga may be strong but he still has his limits as a Vice-Admiral. Luffy is someone capable of fighting against an Admiral of the Navy and his mastery over two advanced Haki types puts him far above Momonga's level.
4 Can Beat: Fujitora
Fujitora was chosen as a Navy Admiral at some point during the two-year time-skip after two positions in their ranks opened up. Known to be a monster in terms of strength, Fujitora is easily capable of fighting most One Piece characters.
He's got the power of the Zushi Zushi no Mi which allows him to control gravity at will, and on top of that, he's also a strong user of Haki. While Luffy can put up a fight against him, the chances of him losing are pretty high.
3 Can't Beat: Onigumo
Onigumo is one of the Vice-Admirals of the Marines and like Sakazuki, he believes in absolute justice. He's quite a dangerous person and with his Zoan type Devil Fruit ability, he can wield multiple swords at once.
Onigumo is also a Haki user, as expected of all the Vice-Admirals. Luffy, however, has progressed far beyond the level of an average Navy Vice-Admiral. He's strong enough to take on the Yonko Commanders and is looking to take on Kaido in battle as well. Someone that strong can't possibly lose to Onigumo.
2 Can Beat: Kizaru
Borsalino, also known by his alias of Admiral Kizaru, is a ferocious Marine who has fought some of the strongest pirates in the series over the years, such as Rayleigh and Whitebeard.
Kizaru has an overpowered Logia type of Devil Fruit, known as Pika Pika no Mi, which allows him to become light itself and produce it according to his liking. He has way more experience than Luffy at the moment and his abilities look much more refined as well.
1 Can't Beat: Helmeppo
Helmeppo is a Navy Lieutenant and one of the weakest known members in the organization at the moment. He's a rival of Koby, however, is known to be weaker than him. Although he still has room to grow, it is safe to assume that he'll never reach the same level as Monkey D. Luffy.
Helmeppo isn't as ambitious as Koby and neither does he possess the willpower to surpass the strongest of people in the One Piece world. For Luffy, beating Helmeppo would be a piece of cake.
