The Marines are the military face of the World Government in the world of One Piece. Known to be one of the Three Great Powers that maintain the balance of the seas, their ranks include some of the most fearsome people in the story.
Some Marines are powerful enough to go head-to-head against the strongest pirates in the world, known as the Yonko. In fact, these few Marines could've been among the Yonko themselves had they been pirates.
10 Yonko: Monkey D. Garp
Also known as the Hero of the Marines, Garp is a semi-retired member of the organization who holds the rank of a Vice-Admiral. Although the rank in itself isn't impressive, the fact that he rejected several promotions means that he could've been higher ranked if he wanted to.
Garp has fought some of the strongest One Piece characters in Roger and Rocks. He's certainly capable of becoming a Yonko had he been a pirates. It goes without saying that he's one of the strongest characters in the entire series.
9 Yonko Commander: Smoker
A Navy Vice-Admiral, Smoker is one of the hardest working members of the organization who aims to gain more power and influence to implement his justice properly. He is a powerful character who wields the power of the Logia type Moku Moku no Mi, along with the power of two Haki types.
Although Smoker still has ways to go, with a bit more effort, he could at least take the position of a third Yonko Commander in any crew in One Piece.
8 Yonko: Sengoku
Known as the Buddha, Sengoku is one of the strongest members of the organization & served as the Fleet Admiral before the Paramount War. He wields the power of the Mythical Zoan type Hito Hito no Mi, Model: Daibutsu, giving him one of the rarest powers in the story.
Sengoku is skilled enough to fight the likes of Shiki, and his fighting prowess was enough for Roger to acknowledge him in the same breath as Garp. Without a doubt, as a pirate, Sengoku would've been worthy of being a Yonko.
7 Yonko Commander: X Drake
Famed as the Red Flag, X Drake is a Navy member who poses as a pirate to infiltrate Kaido's crew and supply the Navy with intel. He is one of the strongest members of Kaido's crew, being a member of the Tobi Roppo.
As one of them, X Drake is directly in contention for the position of a Yonko Commander, just like Sasaki and Who's Who, among other Tobi Roppo members.
6 Yonko: Sakazuki
Fleet Admiral Sakazuki, formerly known as Admiral Akainu, is the current leader of the Navy. He's an extremely powerful character who managed to hold his own against Whitebeard during the Paramount War. He has the power of the Magu Magu no Mi, a Logia type that grants him offensive power of the highest order. Sakazuki would've been a fearsome criminal had he been a pirate and would certainly have been in contention to be one of the Yonko.
5 Yonko Commander: Tsuru
One of the Navy members from Roger's era, Tsuru is a Vice-Admiral who holds tremendous power. She is often placed in the same bracket as Garp and Sengoku even though most of her strength has never been seen. Tsuru possesses the powers of the Woshu Woshu no Mi which allows her to wash people and hang them as if to dry out. She is also a user of Haki, being a Vice-Admiral. Her greatest feat is being strong enough to make Doflamingo run from her.
4 Yonko: Kizaru
Borsalino, also known by the alias of Admiral Kizaru, is a light-man with the powers of the Pika Pika no Mi, a Logia type of Devil Fruit. Kizaru is an extremely powerful character who has fought some of the most powerful people in the One Piece world such as Marco and Rayleigh.
His Devil Fruit is one of the most overpowered in the story and that, combined with his decent Haki control, makes him strong enough to be considered a Yonko contender.
3 Yonko Commander: Sentomaru
Sentomaru is a Navy member with an unknown rank, but he is extremely powerful. Before the time-skip, he was a decent user of Ryou and gave Luffy quite a tough time in battle. Currently, he's likely several times stronger than before. Sentomaru is very confident in his Haki usage and with a little effort, he could possibly break into the top 4 of a Yonko crew.
2 Yonko: Fujitora
Issho, also known as Marine Admiral Fujitora, is one of the most overpowered One Piece characters and he wields the power of the gravity controlling Paramecia type Zushi Zushi no Mi. Despite being blind, Fujitora is a monster in combat and has the power to take on even the strongest characters in combat. His full-power remains to be seen, but just like every other Admiral, he's strong enough to be a Yonko.
1 Yonko Commander: Momonga
Momonga is one of the Navy Vice-Admirals and played quite a decent role in the Paramount War. He is a skilled user of Haki and can use it well alongside Rokushiki techniques. He is also a capable swordsman, as evident from the Marineford arc. Momonga is one of the few people strong enough to fit in as the 4th Yonko Commander in a crew, such as the Big Mom Pirates.
