The Admirals are known to be the strongest military asset of the Navy and the World Government in One Piece, with only a handful of people in the world being strong enough to take them on in battle.
Although the number of pirates on their level is small, there are some who, if they were to be in the Navy, would easily rise to the position of an Admiral with time. These pirates possess the capabilities to take on an Admiral without much trouble and are feared across the world. Some others, while strong, would only be Vice-Admirals if they were to be part of the Navy.
10 Admiral: Marco The Phoenix
The right-hand man of the world's strongest man, Marco is a pirate who is feared across the world. He led the First Division of the Whitebeard Pirates at one point and became the captain of the crew after the passing of Whitebeard.
During the Marineford arc, Marco proved to be a match for any of the three Admirals of the Navy, which just goes to show that if he were to be a member of the organization, he would definitely be one of them.
9 Vice-Admiral: Ulti
One of Kaido's Tobiroppo, Ulti is a former pirate who joined forces with the Beasts Pirates at some point. She's an incredibly powerful woman with the power to turn herself into a pachycephalosaurus and its hybrid at will.
Ulti is also a strong user of Armament Haki and she was powerful enough to force Luffy to consider going Gear Fourth against her. With that much power, it is quite easy to see that Ulti would become a Navy Vice-Admiral without even trying.
8 Admiral: Dracule Mihawk
The World's Strongest Swordsman, Dracule Mihawk is one of the strongest known pirates in the One Piece world. Until recently, he was a member of the Shichibukai, however now that the system has been abolished, he's being targeted once again.
Mihawk is someone who ranks among the elites of the One Piece world and if he were to be a Navy member, he would definitely be an Admiral. His reputation, along with his showing at Marineford justify that.
7 Vice-Admiral: Page One
Page One is the little brother of Ulti, and just like her, a former pirate captain. Although he seems to be quite young, he's an excellent fighter, evident from him being one of the Tobiroppo.
Page One is a user of the Ancient Zoan Spinosaurus Devil Fruit that allows him to turn himself into the said creature and its hybrid at will. He was powerful enough to hold his own against both Luffy and Raid Suit Sanji in battle which all but confirms that he could become a Vice-Admiral of the Navy with ease. A position that he could easily be promoted from with a little more experience.
6 Admiral: Charlotte Katakuri
Big Mom's strongest son, Katakuri is the leader of the Three Sweet Commanders and a man with a bounty of 1,057,000,000 Berries. He's a user of the Special Paramecia type Mochi Mochi no Mi, but his biggest asset is his incredible Observation Haki which allows him to look into the future itself.
Katakuri is highly skilled as a fighter and has only ever lost one fight in his entire life. His fighting record was considered to be legendary and someone like him would certainly be fit to become an Admiral of the Navy.
5 Vice-Admiral: Bartolomeo
Also known as the Cannibal, Bartolomeo is the captain of the Barto Club and the leader of the second ship of the Straw Hat Grand Fleet. He's an incredibly powerful fighter who has the power of the Bari Bari no Mi up his sleeve.
Bartolomeo is strong enough to earn himself a bounty of 200 million Berries. During the Dressrosa arc, he was shown to defeat Vice Admiral Maynard effortlessly. Being strong enough to defeat a Vice-Admiral of the Navy makes him a character worthy of being among their ranks.
4 Admiral: Boa Hancock
Also known as the Snake Princess, Boa Hancock is one of the former Shichibukai and a pirate feared across the world of One Piece. Her strength was acknowledged by Sengoku, the Fleet Admiral of the Navy himself.
Hancock possesses an extremely overpowered Devil Fruit in Mero Mero no Mi and on top of that, she's capable of using all the three Haki types as well. What's more, even an attack led by the strongest of the Navy members didn't faze her in the slightest, which all but confirms that she's a woman capable of being an Admiral.
3 Vice-Admiral: Cavendish
The captain of the Beautiful Pirates and the leader of the First ship of the Straw Hat Grand Fleet, Cavendish is a super rookie with a bounty of 330 million berries on his head. He made his debut during the Dressrosa arc of One Piece where he showcased his incredible fighting ability.
Apart from being a skilled swordsman, he's also a talented user of Haki. He's considered to be stronger than Bartolomeo and is definitely worthy of being a Vice-Admiral.
2 Admiral: Silvers Rayleigh
Roger's right-hand man, Silvers Rayleigh, also known as the Dark King, is a pirate who is still capable of taking on the strongest of One Piece characters. Back in the Sabaody Archipelago arc, Rayleigh was shown to be strong enough to hold back Kizaru even though he was quite old.
Furthermore, Garp considered him to be a legend who the Navy needed quite a lot of preparation to deal with. This, along with his power display, is enough to conclude that he would make an excellent Admiral.
1 Vice-Admiral: Charlotte Oven
Charlotte Oven is the Minister of Baking of the Big Mom Pirates and the fourth son of the Yonko, Charlotte Linlin. He has a bounty of 300 million berries on his head which shows that he's quite a decent pirate, despite not being one of the combatants of the crew.
Oven is a user of the Paramecia type Netsu Netsu no Mi and this fruit allows him to control heat according to his will. He's also a strong user of Haki and someone worthy of clashing against the likes of Sanji. In the Navy, Oven would make a great Vice-Admiral.
