The Admirals are the strongest military force of the Marines and are among the most powerful characters in the world of One Piece. They are feared even by veteran pirates, and together, they are strong enough to compete with even the Yonko of the One Piece world.
Usually, the Navy Fleet Admiral has three Admirals working under him, all of which are comparable to each other in strength. So far, the story has given the fans a total of eight known characters with the Admiral or Fleet Admiral title. How do the Marine Admirals rank in terms of their respective strengths?
8 Zephyr
Also known as "Black Arm" Zephyr, he was an Admiral of the Navy at one point, possibly during the era of Gol D. Roger. Zephyr was quite powerful and he raised a generation of Navy soldiers, such as the current Admirals and Vice Admirals.
While his role in One Piece: Film Z is non-canon, the canonicity of the character itself is debatable. Either way, Zephyr is a monster who, in his prime, could probably take on any character in the series.
7 Ryokugyu
Ryokugyu is one of the current Navy Admirals and very little is known about him, which is why he finds himself so low on the list. His silhouette was revealed during the Reverie arc of One Piece and before that, Doflamingo made sure to mention that he was a beast in combat.
Ryokugyu seems to derive energy from something other than food since he hasn't eaten in three years. Other than that, fans also know that he's a decent user of Observation and Armament Haki. Ryokugyu was also involved in the Navy's clash against the Revolutionary Army Commanders at Mariejois.
6 Kong
Kong is the Commander in Chief of the World Government and he also served as the Fleet Admiral of the Navy before Sengoku. He was the leader of the military face of the World Government during the age of Roger and Whitebeard and that says a lot about what he must've been capable of.
Unfortunately, Kong's ability hasn't been revealed in the story so far. Nevertheless, the fact that he was chosen for the spot of the Fleet Admiral and then the World Government Commander in Chief is enough to see him take a decent spot on the list.
5 Issho
Also known by his alias of Navy Admiral "Fujitora," Issho joined their ranks at some point during the two-year timeskip. Just like Ryokugyu, Issho was chosen through a military draft, all thanks to his great power.
Fujitora is the user of the Zushi Zushi no Mi and using this Devil Fruit, he can control the powers of gravity at will. He's also a decent user of Armament and Observation Haki. Issho's full power hasn't been seen in the story quite yet.
4 Borsalino
Borsalino, also known as Admiral Kizaru, is one of the most overpowered characters in the One Piece world. He wields the power of the Pika Pika no Mi, a Logia type of Devil Fruit which allows him to become light itself and produce it as well.
At Sabaody Archipelago, Kizaru was able to wipe out four Supernova captains with rather ease and even hold his own against Silvers Rayleigh. At Marineford, Kizaru, once again, proved how capable he was by going up against some of the strongest characters such as Marco.
3 Kuzan
Kuzan is a former Navy Admiral who was known by the alias of Aokiji back then. He was one of the most powerful Navy members once and now he is an ally of the Blackbeard Pirates. Kuzan was able to fight against characters like Jozu and even Whitebeard on several occasions during the Marineford war.
What's more, Kuzan was able to fight Akainu on an equal footing for 10 days on Punk Hazard, which just goes to show that he's very close to the level of the man who is currently the Fleet Admiral. Kuzan lost a leg in the battle, although that doesn't seem to affect him much due to his Logia body.
2 Sakazuki
A former Admiral of the Navy, Sakazuki was known as Admiral Akainu back before the timeskip. Sakazuki clashed against Whitebeard in the past and survived an onslaught of attacks during the Marineford arc, proving that he's one of the strongest in the story.
Akainu defeated Aokiji on Punk Hazard and became the Fleet Admiral of the Navy. Furthermore, Sakazuki is also adamant of stopping the Yonko and the Navy has grown far more aggressive under his reign. Without a doubt, he's among the strongest characters in One Piece right now.
1 Sengoku
Also known as "The Resourceful General," Sengoku served as the Fleet Admiral of the Navy right until the end of the Summit War of the Great Pirate Era. Prior to the beginning of this era, he was one of the Admirals of the Navy who fought countless opponents such as Shiki and even the likes of Roger and Whitebeard.
During the Marineford arc, Sengoku was able to take on the entire Blackbeard crew all by himself and inflict decent damage to them. Above all, the Pirate King, Gol D. Roger considered him to be one of the only two Navy men capable of fighting him, meaning he was truly an incredibly strong Admiral in his prime.
