The world of One Piece certainly has its dark side: the Underworld, an entire system of connections and unethical deals that help secretive and illegal actions take place. The Underworld is filled with brokers, mercenaries, and even emperors who lead various activities within this hidden world.
Let's take a look at the organizations that have some form of involvement in the story's Underworld, whether direct or as associates, ranking them by their various strengths. Some have endured powerful defeats, yet have shown to have had a lot of potential deep within. Others already showcase plenty of power, whether its in numbers, alliances, or Devil Fruit. And remember, because any part of the series can make or break a group's ranking, spoilers lie ahead.
10 Organ Dealing Assassination Group
This group is arguably rather minor, since some of their members don't even seem to have names, but they are still a terrifying threat. As the name makes clear, their main objective is killing people and selling their organs in the Underworld's black market. They even once planned to infiltrate one of Big Mom's tea parties to collect victims and later attacked the venue for Sanji and Pudding's wedding. They are powerful both in strength and number, but members of the Charlotte family were able to subdue them.
9 Yakuza
In the One Piece universe, the yakuza is a collection of Underworld organizations based heavily in Wano Country. Their illegal dealings make up a big part of Wano's economy, mostly managing the country's casinos. Various families have been involved with the yakuza, most famously the Kozuki family, whose influence actually pushed the yakuza to be held in positive regard among Wano's population. However, as time went by, members of the yakuza would become more corrupt, especially taking advantage of local businesses. Interestingly enough, the organization also gets its name from real-life crime syndicates in Japan.
8 Buggy's Delivery
Even the world of anime knows that clowns are a powerful threat. Buggy's Delivery was founded by Buggy the Star Clown, giving himself full authority over the group. During its early years, the group got away with a lot of its actions thanks to Buggy being one of the Seven Warlords but officially became an illegal organization after the Warlord system was dissolved and Buggy lost his status.
The group has the combined alliance between the Bugg and Alvida pirates, with connections throughout the Underworld. However, as time went by, the group has started to lose its power. In addition to Buggy's loss of status, the group has also gone on to lose some of its highest earners, including five giants.
7 Germa 66
It's important to have connections in high places, and this group is commanded by the Vinsmoke Family, the family Sanji originally hailed from. The Vinsmoke Family is a royal bloodline that rules the Germa Kingdom, making Germa 66 both the country's official military branch and the Underworld's mercenary force, and arguably giving it the best of both worlds. It should be mentioned, however, that the Vinsmoke Family has lost its power over the years; once a dynasty of great conquerors, they formerly controlled the entire North Blue. However, even in the present, they use multiple tactics to hold onto power, even using genetic enhancements.
6 Five Families Of The West
The Five Families of the West control operations in the West Blue. This enormous group also has a bounty on their heads worth millions. One of the biggest problems with this group was that it never had a constant structure.
Capone Bege, a prominent figurehead, took down rivals just to watch the struggle for power, only for him to leave the group to become a pirate. As with the yakuza, they also have a real-world parallel: the Five Families of New York.
5 Fire Tank Pirates
After leaving the Five Families of the West, Capone Bege formed this group, employing former gangsters that served Bege's past mafia. And loyal followers are always an important card to play. They were once subordinate towards Big Mom, however, and even allied themselves with the Straw Hat Pirates, through the Sanji Retrieval Team. They hoped to take down Big Mom once and for all, although they weren't successful with that plan. Like the Straw Pirates, they are also considered part of the Worst Generation, pirates known for their actions against the World Government.
4 Kid Pirates
The infamous Kid Pirates, like the Straw Hats, are part of the Worst Generation. Led by captain Eustass Kid, they have a lot of blood on their hands when it comes to destruction and casualties. They have also proven themselves to withstand powerful attacks. Unlike some other Underworld groups, they seemed to have become stronger over time, especially with an increased bounty. It's also worth noting that they have Heat, a fire-breathing pirate, in their group.
3 Donquixote Pirates
Now, this one is a bit complicated, as the Donquixote Pirates have since disbanded, thanks to the actions of the Straw Hat Pirates, but they were quite powerful in their time. Their captain, Donquixote Doflamingo, was considered one of the most influential Underworld brokers and one of the Seven Warlords, not to mention having the power to control people like puppets. At one point, the organization also had a bounty worth billions on their heads. Had it not been for Luffy, it's possible that this group would have stayed a strong power in the present.
2 Beasts Pirates
Led by Kaido of the Four Emperors, the Beasts Pirates are based in Wano Country and plan to start the biggest war ever seen. They have gone on to form powerful alliances within the Underworld, such as the Big Mom Pirates, plotting to take over the world and serving as antagonists throughout various story arcs. This organization is notably massive, having tens of thousands of members. Various groups, like the Darke Pirates, the On Air Pirates, and the Hawkins Pirates, have been subordinate to them. Finally, their bounty has been worth over 7 billion in Beli, the universe's currency.
1 Big Mom Pirates
Charlotte Linlin, one of the Four Emperors, better known as "Big Mom," is a powerful threat in the One Piece universe. As mentioned, the Fire Tank Pirates, as well as the Sun Pirates, have been subordinate to them, as well as procuring an alliance with the Beasts Pirates. When it comes to power, it's notable that the group seems to have the most Devil Fruit users on their side, ranging from 16 to 17 at a time. They also have history on their side, being one of the oldest known active pirate crews, especially one that has operated continuously. This group also has the highest bounty on their heads, worth over 10 billion in Beli.
