When Boruto: Two Blue Vortex began, fans knew there'd be big changes to Konoha. Kawaki was in power after he had Eida rewrite reality. This gave him the Hidden Leaf's military to pursue Boruto and Sasuke, so he could kill Naruto's son and ensure Momoshiki wouldn't be reborn.

However, three years later, no one could have predicted that Boruto would be as cold and vicious as ever. Boruto is much darker, adamant violence is the way to solve the problem. It's quite uncharacteristic but once more speaks to how different life is. Coincidentally, as Sarada tries to help Boruto, knowing the truth about existence being tampered with, she drops one key message over another potential and most welcomed change from the Naruto era she may enact if things go right.

When Code and the Claw Grime attack in Chapter #2, Sarada leaps into action. She stuns many as she slaughters a bunch of the beasts. It's down to her improved talents with the Sharingan. But let's be real—she's Uchiha Sasuke's daughter, and the apple doesn't fall far from the tree. As a result, fellow citizens and shinobi marvel over how talented she is when she uses her flames and the Chidori lightning blades.

Some ask if she's sure she's just a Genin. Sarada scolds them, though, making it clear, it's not a compliment. It's an insult because no warrior should be pigeonholed into their ranking. Clearly, she's not into ego and narcissism; she's just a fan of the truth. Defining people like that has led to major issues in the past. It's why Sarada, who always said she wants to be Hokage someday, may well decide to change that structure. She views it as archaic and honestly, she's never liked the idea of being judged before anyone sees her in the field. Now, this fight is proof of concept even the lowest ranking ninja like the Genin should be respected and can be considered elite.

This nods to dramas of old, where Naruto struggled to make it past a Genin. Shikamaru did the same, with both flunking in the Chunin exams. Ironically, Boruto cheated on his exam and got kicked out for a year, yet they all rose up in time and became excellent servants. Naruto transformed into an elite legend, while Shikamaru turned into his adviser, war hero, and now, the new Hokage. Boruto is also a badass who stopped many Otsutsuki threats, so Sarada wants it known no one should be defined by an obsolete label.

Now, the Hidden Leaf's army has depended on two things. Firstly, Genin must graduate to the Chunin level, hoping they'd be expert Jonin someday. The best of these adults, such as Minato (Naruto's dad) would then go on to become Hokage. Naruto followed this path but it took some time. The thing is, if these shackles are maintained, folks who don't make it past the exams will never get a chance to excel.

Kawaki's a fine example. Reality tampering aside, he doesn't have the mental fortitude for the test. Yet he'd be a formidable weapon and tool of mass destruction. He's got power like Naruto did with Kurama (the Nine Tails Demon Fox) and Sasuke with the Rinnegan. As such, Sarada follows up on conversations she had in the anime and other filler spinoffs. She just wants a legion that's humane, filled with compassion and empathy. Some aspiring shinobi may even be too poor to attend the academy, so she craves something of acceptance, unity, diversity, and equality.

It's all about everyone being on level pegging and having equity in a Konoha where they can all be great. To Sarada, this is the vision that a missing Naruto would see as useful. Granted, it's a bold evolution, but it's progressive. The military should be tailored to individuals and not force people to be boxed in and adapt just for a title. It's why Naruto shone, as he broke rules and went it solo. And why maybe had the Shippuden era had more free and critical thinkers like him and Sarada, there's a chance they'd have fared better against the Akatsuki. Not to mention villains like Obito, Madara, and Kaguya down the line.

Sarada's Showing A Hashirama Mentality

Admittedly, not even Naruto has been this proactive as he wants to ensure the past codes are honored. Kakashi and Minato played it safe, while Hiruzen Sarutobi was too scared of politics and upsetting the established order. Tobirama was too aggressive and wouldn't want anything messing with his ANBU special ops squad. While Lady Tsunade also had to toe the line as the first female Hokage in a world that was close-minded at the time. But the Hokage that didn't care for rules was the First: Hashirama Senju—the one considered the greatest before Naruto.

He broke barriers, invited the Uchiha clan in, and tried his best to let Madara work as a co-leader. He knew, had things gone right, the rewards would have been just as great as the risk. Sarada shows this kind of mentality, hoping that shinobi will be free to express themselves and someday be as epic as the legendary Sannin (Jiraiya, Tsunade, and Orochimaru).

Again, it'd help nurture young ninja and foster their skills, so they wouldn't feel pressure. This is why younglings like Kakashi, Itachi, and Shisui in the ANBU felt obligated to give their lives and take their lives to succeed. No one truly understood their character, so Sarada believes switching up how they view rankings'd benefit everyone. Some elite ninja may not need to go further up the ladder and heap stress on their shoulders. While others who many wouldn't give a chance may well be useful warriors in due time. Only time will tell if she'll get a chance to put these policies in place. But what's for sure, Sarada is definitely someone who thinks for the best of everyone across the lands.
