The majority of the battles in Naruto are between ninja who use various types of justu. Most of the jutsu are elemental based techniques, but there is also an entire jutsu sub-category that revolves around ocular techniques. Every ocular jutsu uses an eye to perform a ninja technique, and every technique seems to be the by-product of a kekkei genkai or kekkei mora.
The strongest ocular justu typically have great offensive potential. That being said, some of the strongest ocular jutsu are primarily used for defense. Many of these justu fall into the genjutsu family, but a few are ninjutsu techniques. An ocular jutsu typically targets one person, but some can target multiple people at once. Certain ocular jutsu can even take down a Tailed Beast.
10 Amenotejikara Allows The User To Swap Places With Objects

Amenotejikara is a rare ocular jutsu that can only be unlocked by a special Rinnegan. Hagormo Otsutsuki, otherwise known as the Sage of Six Paths, entrusted this jutsu to Sasuke Uchiha. It allows Sasuke to swap places with any object or person. This is a great defensive jutsu because the user can essentially avoid any enemy attack instantaneously.
Amenotejikara has offensive capabilities as well. Sasuke can target other individuals and force them to swap places with objects. He can transport a weapon into his hand at any time, and he can even send techniques like Chidori to another location. If an enemy fires a jutsu at Sasuke, Amenotejikara can cause the enemy to be hit by it instead. Even someone as powerful as Isshiki Otsutsuki admitted that Amenotejikara is very difficult to deal with.
9 Ninjutsu Absorption Can Absrob Any Type Of Chakra

Pain and Madara are two of Naruto's best villains, and they showed just how overpowered the Rinnegan can be. The Preta Path can seemingly be used by any Rinnegan user, and it gives them access to the Ninjustu Absorption Technique. This ocular jutsu nullifies all other forms of ninjutsu. That being said, it is far less effective against genjutsu and taijutsu.
The user can absorb any ninutsu based technique because they can absorb any type of chakra while the jutsu is active. It can even absorb Sage chakra, but the user runs the risk of turning to stone if they absorb too much of it. When the Ninjustsu Absorption Technique is active, an invisible dome protects the user. It is a type of ultimate defense that can make a Rasenshuriken and Dust Release useless.
8 Kotoamatsukami Produces A Subtle Mind Control

Kotoamatsukami is considered one of the Sharingan's best abilities. According to Itachi, Kotoamatsukami is a genjutsu of the highest caliber. At its core, it is a mind control technique, but it is quite subtle. The target typically does not know that they are being manipulated, and they believe that all of their actions are the result of their own free will.
Kotoamatsukami is usually used on a single person, but it can also be used on multiple targets at once. Danzo used it to manipulate the Kage at the Five Kage Summit, and Shisui planned to use it on multiple Uchiha at once. Kotoamatsukami is, in fact, strong enough to negate the control aspect of the Reanimation Jutsu. Once Kotoamatsukami is used, it cannot be used again for at least a decade, but this drawback can be negated if the user possesses the cells of Hashirama Senju.
7 Tsukuyomi Alter's The Target's Perception Of Time

The Tsukuyomi can only be used by someone who possesses a Mangekyo Sharingan. It was first used during the Search for Tsunade Arc, where it managed to incapacitate Kakashi Hatake - a future Hokage - for several days. In order for the Tsukuyomi to take effect, the user needs to make direct eye contact with their opponent. Once this condition is met, the user can trap their opponent in a powerful illusion of their own design.
The Tsukuyomi alters the target's perception of time. In most cases, the user can force the target to experience days worth of perceived physical torture in just a few seconds. The user can inflict mental torture in the same way by forcing their target to see the same traumatic event again and again. Most individuals are left in a comatose state once the Tsukuyomi is deactivated. This ocular jutsu may be powerful, but it puts a lot of strain on the user's eye.
6 Kamui Allows The User To Warp Space

Obito and Kakashi both awakened the Mangekyo Sharingan when they witnessed Rin's death, and they both gained access to a version of Kamui. This space-time ninjutsu allows the user to transport objects to another dimension. The right eye uses a short-ranged version of Kamui. With this version, the user can trap others in the Kamui Dimension through physical contact. This version of Kamui allows the user to become intangible.
The left eye produces a long-ranged version of Kamui. With it, the user can focus on a single object and warp the surrounding space until it is sent to the Kamui Dimension. This version of Kamui can stop projectiles mid-flight, and it can be used to target specific body parts. If it is used on a body part, the user can permanently maim or mortally injure their target. If both eyes are used in unison, Kamui's teleportation speed increases, and the user can create portals between dimensions.
5 Izanagi Can Rewrite Reality
First Used In Naruto: Shippuden Episode 209: "Danzo's Right Arm"
Izanagi is a secret ocular jutsu that belongs to the Uchiha Clan, but it can technically be used by anyone as long as they have access to Hashirama's cells. Most genjutsu techniques create illusions by targeting a person's senses, but Izanagi casts an illusion on reality itself. While it is active, the user has complete control over what is real, and they can even alter parts of their surroundings.
Izanagi is typically used for protection. If the user sustains a mortal injury, Izanagi can reverse all of the damage. If an attack is about to kill the user, they can activate Izanagi at the last second to reverse their death. In this scenario, the dead user's body dematerializes and a new non-injured version instantly materializes. Izanagi is classified as a forbidden ocular jutsu because the user permanently loses vision in the eye that was used to cast it.
4 Amaterasu Produces Inextinguishable Black Flames

A standard Fire Release ninjutsu technique can burn a lot of things, but Amaterasu can burn anything, including fire. This deadly technique can only be used by someone who has awakened the Mangekyo Sharingan. Amaterasu puts a lot of stress on the user's eye - to the point that their eye literally bleeds. That being said, it is a technique that can kill anyone, as long as the target cannot absorb ninjutsu.
Amaterasu creates black flames at the focal point of the user's vision. As a result, it is very difficult to dodge. These flames cannot be extinguished unless they are sealed, but the user can extinguish them as well. Amaterasu's flames will continue to burn until the target is incinerated. It has the power to defeat a Kage, and a fully released Tailed Beast.
3 The Susanoo Is The Greatest Weapon Of The Uchiha Clan

The Susanoo is a rare technique that has been passed down through the generations of the Uchiha Clan, but it can only be accessed through the Mangekyo Sharingan. It is considered to be the strongest Mangekyo Sharingan ability. The Susanoo has different forms, but when it is perfected, the user can create a colossal samurai-like avatar with their chakra.
The Susanoo's body protects the user from most external attacks, and its arms are capable of weaving hand signs. There are different variations of the Susanoo, but each one uses some type of ranged or melee weapon. These weapons have the power to alter entire landscapes. At first glance, the Susanoo does not seem like a traditional ocular jutsu, but it does fall under that category.
2 Shinra Tensei Can Destroy An Entire Village

The Deva Path allows a Rinnegan user to manipulate attractive and repulsive forces. Shinra Tensei is the Deva Path's pinnacle ability. The user generates a repulsive force around their body with their chakra. As a result, the user can push everything away from them. It goes without saying that this is a great defensive jutsu. Shinra Tensei can block certain ninjutsu, and it completely counters melee or weapon-based attacks.
Shinra Tensei's power is based on the amount of chakra used. At higher levels, it can severely injure a giant toad like Gamabunta and send him flying far away. It can do the same thing to a Jinchuriki using a minor Tailed Beast transformation. With enough chakra, a single Shinra Tensei push has enough power to destroy the Hidden Leaf Village. The only issue is that the user typically has to wait five seconds before they can use Shinra Tensei again.

The Infinte Tsukuyomi is without a doubt the strongest ocular genjutsu in existence. It can be cast several ways, but it always requires a Rinne-Sharingan. The user reflects their Rinne-Sharingan off the surface of the moon. The reflection creates a bright penetrating light that covers the entire world, and every human and animal is then trapped within a dream world.
While the genjutsu is active, the victims are gradually drained of their chakra until they die. Those that survive the chakra drain transform into White Zetsu. Rinnegan users and reanimated ninja are immune to the Infinite Tsukuyomi. Only a Rinnegan user and the combined power of the Tailed Beasts can release the genjutsu.
